Between 1861 and 1865, to a certain degree uniformity of legislation was secured by the adoption of a Commercial Code (Handelgesetzbuch) by the separat...e states. This, among other things, required a special act of authorization for the for- mation of a corporation and required the states to exercise strict control over such companies.
