The effect therefore, of Mr. Stephens, with his " 119th rule, " to cut off all amendments of boundary of Kansas, has been to throw the burden of protecting the Southern treaty and title, sovereignty and liberty in her own territory, on the shoulders of those brave and patriotic men of Missouri, Arkansas, Tex- as, Louisiana, Mississippi, Tennesse, Ken- tucky and Western Virginia, instead of the Supreme Court of the United States, the South- ern Governors and Legislatures the proper and legal constitutional tribunal to yet do it.
