It is one of Hobbes's freshest and most instructive works, and should form the foundation of every study of his philosophy. Written as it was with the disturbed state of public affairs before his eyes, it has all the force of an exhorta- tion. Hobbes believed he would have been exposed to per- sonal danger from the Opposition, had the King not dissolved Parliament. As disturbances increased and the new Parlia- ment began to take strong measures against the adherents of the King, Hobbes fled (en...d of 1640) to France, that he might be able to continue his studies in peace. But the grave events that were taking place left him no quiet in which to divert his mind from political problems, and he now elaborated the last part of the Elements of Law into an independent work {De Cive), which appeared in 1642 in a smaller, and in 1647 in a larger, edition. This was to form the third part of the com- plete system. It differs from the earlier treatise in the much stronger emphasis which is laid on the contrast between the condition of Nature and civil life, and in its insistence on the necessity of handing over the supreme power in religious matters to the State.
