It is three hundred years since Henri of Navarre dreamed this dream. The unity of France was at that time menaced not only politi- cally from without, but it was threatened by religious strife from within. Indeed the last of the rebellious nobles did not surrender for many years, and the principles of democracy were not to triumph, even in theory, until the Revolution of 1789.
