Yet if it ac- cepted goods billed and addressed to a foreign nation and undertook to deliver them to a company or vessel engaged in transporting articles to the port of the destination of such goods it would be engaged in commerce between a state and a foreign nation.^ Difficult questions necessarily arise when a question not purely of interstate commerce is involved.
