Sir: In compliance with your letter of July 7 (RMW, G) directing me to submit a report on the transactions of the Service under my command, from November 1, 1899, to and including June 30, 1900, I have the honor to submit the following: Buildings and grounds. — Miraflores Island and detention station, a complete description of which was given by Surgeon Glennan in his annual report, under date of October 1, 1899, was formally occupied by the Ser...vice on November 27, 1899.
Since this occupancy many minor improvements have been made, and the island is now in very good condition. A large part of the undergrowth has been cleared off, walks and roads have been laid out, trees and shrubs planted, and such repairs have been made as the appropriation at our command would warrant. A detailed list of these additions and repairs was submitted in my letter of July 10, 1900, making report of repairs and improvements during fiscal year ending June 30, 1900.
