If a free press, and the right of public discussion, had existed in Cuba, an entirely different state of affairs might have prevailed between the colony and the mother country to-day ; but the Spaniards have adhered strictly to one rule, namely, to govern these people despotically, and although desultory protests have been, from time to time, heard in Spain and in Cuba against the system, they have been without avail. Deputies said in the Cortes in 1872: "Cuba is sunk under an inundation of abuses, and a plus ultra is impossible unless in- deed the extermination of the whole island be de- creed.
