One of the primary ones is that they don't 47 seem able to grasp what this is all about. And so we find that, whil...e we've been able, over the years, to sensitize BIA, to put it nicely, with your help, we find that we're about 40 years behind with these others. They simply don't seem to know what to do with us, and in their fear of what we want to do or what they think we want to do, they seem to tighten up and resist.
We would like to propose that there be some kind of a process where those other agencies can utilize the good experience and skills developed with the Self Governance office in the Interior De- partment, in BIA, and that we don't have to reinvent the wheel two, three, four times with these other agencies, but that they somehow be brought together under the good leadership of some really good staff work done in the BIA I have to say.
