Dr. Reischauer, I would just like to get quickly into two areas. I wondered if you have done any study in this area. The Congress raised taxes in 1982. We were supposed to have X number of spend- ing cuts for every dollar of tax increase. And then in the Reagan years, in 1986, we had another revenue increase, and then of course in 1990 we had another tax increase that was designed to reduce deficits and bring about spending cuts.
As I observe the process, I have come to the conclusion that Con-... gress finds it very easy to raise taxes and very difficult to follow through with the restraint of government, the spending cuts. And the reason I say that is that the three times we have put plans to- gether, we we^e real quick to raise the taxes but never followed through with the spending cuts.
Two things. Why is it that we now hear that the only solution involves taxes, and that somehow the tough choice is to raise taxes when we seem to always do it and yet not make the spending cuts? We have not followed through with any of our promises.
