They have decided they can go region by region and look at what is necessary. I wish FERC could do the same thing. Instead of unbundling rates totally all the way through open access, I wish they could look at each individual area, like ours here in the San Juan Basin. When FERC insisted that our rates be 123 unbundled, we went from paying 5 percent processing and trans- portation charge to as much as 33 percent. If I sell my gas at $1. 50 at the mainline, it takes sometimes 50 cents to get thr...ough the processing plant. One well I have it costs 33 percent of that production before I can even sell the gas. This is because of the unbundled rates. It goes anywhere from 15 to 18 percent depending on the Btu content. I do not know if you remem- ber, but there was a time when gas producers were rewarded for the higher Btu content of their gas. And now it is just the opposite. It costs us more money for the plant to take out those liquid Btu than we get back for what they sell it for. We have a large process- ing rate in the San Juan Basin.
