3 (c) Technical and Conforming A^iendment. — 4 Section 9304(a)(3) of title 31, United States Code, is 5 amended by inserting "and section 4(a) of the Equal Sur- 6 ety Bond Opportunity Act" before the period.
7 (d) Regulations. — 8 (1) In general. — The Secretar}^ of the Treas- 9 uiy shall prescribe such regulations as may be nec- 10 essarj' to cany out the purposes of this Act.
11 (2) Initial regulations. — The initial regula- 12 tions prescribed pursuant to paragi-aph (1) shall 13 take effect at the earliest practicable date after the 14 date of the enactment of this Act and not later than 15 the end of the lyear period beginning on such date 16 of enactment.
