As an expression of this, the Root and Branch )/x Petition was drawn up and presented to ^^^ Parliament in December 1640. It demanded the total abolition of Episcopacy, and was widely supported in London and the home counties. It gave rise to other petitions asking for reform rather than abolition, and the debates in the House showed pretty clearly the widespread objection against the existing ecclesiastical system due to the political power of the Bishops, the Arminian theology, innovations te...nding to Popery, and the persecution of the Puritans and Non- conformists. This was followed in January ^ by the Ministers' Petition and Remonstrance, setting forth the grievances of the Puritan ^^V^ clergy, and in May by the Root and Branch /V^ Bill, described as "an Act for the utter abolishing and taking away of all archbishops, bishops, their chancellors, commissaries, deans, deans and chapters, archdeacons, prebend- aries, chanters and canons and all other their under officers. " The Bill was read a second 72 NONCONFORMITY time and referred to a Committee of the whole House, where, after long debate, it remained, being obscured by more pressing political matters.
