Mr. ROTHBLATT. No, we cannot do that. We really sort of swore an oath.
Mr. Manzullo. Then there is no flexibility?
Mr. ROTHBLATT. Not as to whether or not there is an ECO man- date, no.
Mr. Manzullo. That answers my question.
