This was during the active period of railroad expansion in Illinois when Cairo, Illinois, was being groomed as the coming railroad center. This principle was founded in the period when the north to south axis of transportation was established along water routes that were the dominant means of commerce between New Orleans, St. Louis, and the Great Lakes area.
