Rate paying in excess of the extra comfort enjoyed by him, and for the im- provements of another man's property. This is unquestionably a hardship, but one of small extent. For the average duration of an occu- pation tenancy or lease is not long; and at the time of the imposition of any such rate as we are discussing, the occupier will on the average have only half of his term yet to run. It will only be for a very few years, therefore, that this payment will have necessarily to be made to- war...ds the sinking fund. For at the expiration of the term of tenancy a new bargain will have to be made, and the tendency will then be for any addition to the rates (so far as such addition does not involve a corresponding benefit to occupiers) to fall on the landlord of the occupier, either by causing actual decrease of rent or (perhaps more frequently) by preventing an in- crease, which might otherwise have been demanded. As between the occupiers of houses and their immediate landlords, then, the payment by the former of such of the rates, as go to form a sinking fund for capital improvements, is a hardship, but a slight and temporary hardship.
