The High Contracting Parties agree that at the next Conference the number of votes to which each country is entitled (Article 12 of the Convention) shall be decided at the beginning of the delibera- tions, so that the colonies, posses- sions or protectorates admitted to the privilege of voting may exer- cise their right to vote during the entire course of the proceeding's of such Conference.
This decision shall be of imme- diate effect arid remain in force until amended by a subsequent Conference.
