I think the reason probably was that they did not exactly understand what he wanted them to do. On the few occasions on which I attempted to lead them to build barricades they never once refused to follow me, and the chief difficulty I had was to prevent them from unnecessarily exposing them- selves. His appearance outside was the signal for the snipers to renew their activity, and he was continually shot at, but performed his task with the utmost coolness.
