I, for one, don't believe that we will ever see 30 to 40 percent of HUD's budget aimed at homeless people earmark 30 percent of that budget for veterans, nor HHS. But I would like to suggest that these agencies through advisory committees and through actions of their own attempt to earmark moneys for veterans groups.
VA has come a long way in the past few years. For some of us who worked with VA in the early years, we really met with a lot of resistance. VA originally was unwilling to come off ...the VA medical centers and work with veterans out in the shelters. We had a very serious problem with VA in that they would not send disability checks out unless veterans had specific addresses. Secretary Brown has done a lot in a short time to turn this agency around. Quite honestly, at the local level we see where new and innovative directors at VAMC's 47 have come, we see new programs, we see new willingness for VAMC's to work with veterans. Unfortunately, there are still a lot of VAMC's that are operating back a few years, but there are a lot of changes that have been made.
