The United States Geological Survey distributes most of its publica- tions free to citizens of the United States, not even requiring postage. This is true also of some of the State Geological Surveys, but by no means is it true of all. Some find it expedient to sell publications at a mode

It has been found, however, that the public as a whole will not secure publications when a price is put upon them, even if that price be nominal. Moreover, the tax payers of various states maintain the . Surveys. This is particularly true of this Survey, and it is be- lieved that when the people pay for a work, that they should have the benefit of that work without additional cost. Therefore, this Survey has adopted the policy of sending publications free to the public and especially to citizens of the State.
