We adapt Lorange's view of system-specific capabilities to develop a "generic view" of the system's capability. We argue that the development of these capabilities themselves can be viewed as an index of the system's effectiveness. A generic capability that is required of every formal planning is its ability to encourage both creativity and control (Camillus, 1975; Shank, Niblock, and Sandalls, 1973), although their relative roles may vary depending on the specific context. Examining the extent of improvement over time in the creativity and control aspects of a system becomes a promising approach to evaluate the system's potential for effectiveness gains.
