On the whole the work of the state councils of defense, under the guidance o...f a centralizing body, furnishes an admirable ex- ample of the possibility of attaining in time of great emergency that cooperation between the States and the National Govern- ment the lack of which has been one of the weakest features of American Federal Government. Whether it is possible to secure a similar cooperation in time of peace for other objects in which national unity is desirable without sacrifice of local autonomy is a problem for the present age of reconstruction.
