Method of Canvassing Vote and Making Returns.
SEC. 19. [4823, Rem. -Bal. ] As soon as the polls are finally closed, the inspector and judges of elec- tion shall immediately open the ballot boxes at each polling place and proceed to take therefrom the bal- lots. Said officers shall count the number of ballots cast by each party, at the same time bunching the tickets cast for each party together in separate piles, and shall then fasten each pile together.
