Having an ombudsman there will be an opportunity to have these complaints looked into. If they are not meritorious, they can 39 be dropped. If they are, action can be taken without jeopardizing the relationship between those that have to deal with the agency and the officials who hold their fate in their hands. Just as the 1970s and the 1980s were the decades and years in which the In- spector General system came into play in our Government, I sus- pect that a system of ombudsmen may be right around the corner during the decade of the 1990s.
