We have been trying to stretch that blanket all we could honestly and intelligently and within the law ; but if you will pull that blanket clear off and make the sky the limit if you say that any man who has read a circular of the Interior Department, or any of these depart- ments in that propaganda, and then went out on his way searching for a property which made a loss, can come in your sixteen million will never begin to touch the losses which will be asked for.
