We propose to deal with these returns under the following classifications :— - (1) Returns from sixty-eight burghs with a population under 5000, (2) „ „ eighteen burghs with populations between 5000 and 10, 000.
(3) „ „ twenty burghs with populations between 10, 000 and 25, 000.
