The Government program proclaimed the abolition of all disabilities for racial and religious reasons. This principle, loyally executed, will automatically take away the sting in the otherwise so thorny questions of delimitation within the Empire, especially in the west, where on the wide plains the different na- tionalities, Poles, Ukrainians, Lithuanians, Ests and other Baltic races, merge imperceptibly one into the other, or in the Caucasus, where the motley diversity is as great.
