All such sworn statements and papers relating to the case shall be filed with the county sup- erintendent of schools, and shall by him be forwarded to the state superintendent of public instruction within ten days after the filing of such appeals.

SEC. 11. The county superintendent shall keep a record of minutes of his proceedings, and shall deliver such record, and all other books, papers, and property appertaining to his office to his successor. He shall als
...o keep a record of all applicants for li- cense and the kind and length of the license issued to each success- ful applicant, as well as the names of the teachers whose li- censes he revokes. He shall report to the state superintendent of public instruction the names of those whose licenses he re- vokes and the date of such revocation.

SEC. 12. The state superintendent of public instruction shall keep a complete record of all fees and manuscripts received by him, and also, a record of all licenses issued by him, showing the name 100 of the person to whom issued and for how long, and the grades re- ceived by the applicant.
