As provincial governor he understood fully the scope of La Salle's policy and approved it ; but in the face of the complaints of the church of libertinage in the woods and of debauchery at the forts, Frontenac was able only with difficulty to retain garrisons at some of the forts in the West, most important of which, after Mackinac, he esti- mated Fort St.
