For the strictly pedagogical part of the prepara- tion either certain work and courses in education should be required to be taken as part of the college course, or a special examination on educational topics alone ought to be provided. A few of our states have passed through the earlier stages of a series of grades of general certificates, and have evolved a high- school certificate, based upon certain definite educational require- ments. California is a good case in point. In the earlier peri...od of its history this state issued three grades of teachers' certificates. Later a distinct high-school certificate was evolved, but it was granted only on the basis of a successful examination before a county board of education. Still later, in 1893, the law ^ was so amended that a graduate of the University of California, or any other institution recognized as equivalent in rank, who had complied with certain subject-matter and professional requirements, might be given a recommendation by the faculty of such institution, and this recom- mendation must be recognized by all county boards as valid for a high-school certificate.
