11. The Committee on Public Grounds and Buildings.

Said committees shall meet regularly at such time and place a...s they may by rule determine, provided that such regular meetings shall be held at least once in every month. They shall also meet at any other time which they may prescribe, to which they may adjourn, or to which they may be called by their chairman. All reports of a committee to the coun- cil shall be in writing and signed by the chairman.
The president may be placed by the council upon any of the said committees.
The council may, by resolution, raise select committees for ORDINANCES. 55 a special purpose, which, if not otherwise directed, shall be appointed by the president.
