The trouble did not lie with the bill, but in the fact that one faction of the Kepublican party had control of the Senate and another of the House. So the bill did not become a law. "Hence, " to quote a member of the commission that prepared the Ijill, "in this State more than one-half of the prop- erty goes untaxed.
