A country, by using its powers to best advantage, will inevitably soon develop towns, ports, and markets, with their special characteristics and many varieties of trades and employments ; and such a country is able to afford (as New South Wales has done) both time and endowment for education and the higher aims of life. In a large number of cases the natural circum- stances determine the chief local industries, such as mining, fishing, and shipping; again, many trades are subsidiary to others, ...and must be carried on in or near to definite centres, distance and cost of conveyance limiting the power of outside competition. In countries like Victoria and South Africa, where the discovery of valuable mineral deposits has led to rapid development and much wealth, many considerable industries inevit- ably spring up quickly near the seat of the prime industry, and civilization soon takes an advanced form. Building and repairing trades, printing of newspapers, &c, must of necessity be local, and numerous industries are thus bound to arise in any country with an intelligent popu- lation, which has the means of sustaining life in any degree of comfort.
