Branch personnel stated they charged the salary to an inappro- priate program because the full-time equivalent (FTE) positions were available and funded in that program. The current funding practice reduces the state General Fund expenditures by charg- ing expenditures to the Special Revenue Fund. We recommended in our last two audit reports the branch work with the legislature to obtain authority to charge personal service expenditures to the programs that receive the benefit.
