I do not, however, think that such was the inten- tion of the Act, foi", if so, it would have made all colours and flags illegal ; for whether paid for by the candidate or not, they would equally be provo- cative in character. It seems to me that the object of the Act was entirely different. There are a number of persons whose political opini...ons are weak, even, perhaps, to the extent of having none in particular, and who like to be in the majority, and everyone knows how important it is in elections to create an impression of success, as so many like to ' sail with the flowing tide.^ It may be, therefore, that this, along with the pre- vention of waste of money, may have been the object of the Act in prohibiting banners, and it is obvious that these objects are irrespective of the way in which the banners are used, and whether they are carried or hung up.
