59 plenty of good laws in the state of Massachusetts to pro- tect the interests of all classes, if the proper method of pro- cedure is executed. A petition was drawn up by the representatives of the employees, who were suffering from the effects of the poisonous gases coming from the burning coke, and presented to the State Board of Health, request- ing an investigation and asking that the necessary action be taken to bring relief. This petition was presented upon the supposition, based upon in...formation received from their secretary, that the Board of Health is vested with authority to prevent the use of coke, so highly impregnated with sulphur as to jeopardize the health of men employed upon these locomotives.
Every possible assistance was volunteered to facilitate the work of investigation proposed by the Board.
After an aggravating wait of more than six months, information was received that the contention of the en- gineers as set forth in their petition had been verified by experiments conducted by agents of the Board, but no in- formation was forthcoming as to what these authorities proposed to do under the premises.
