Chronic imbalance Naturally, the ideal goal would be a steady balance, be- tween growing consumption on one side and growing saving and investment on the other, that would permit the economy to expand at its maximum potential rate the rate determined by expanding technology and the growing labor force with neither inflation nor unemploy- ment.
But a quasi-free economy like ours is not likely to strike that exact balance consistently, even with the government attempting to offset the shifts in d
...emand and in saving and investment. Those shifts around a balance point con- stitute the familiar mechanism of the business cycle.
Much less familiar but perhaps even more important is another question. That is whether the real trouble with the American economy is that it has become chroni- cally unbalanced on either one side or the other. Is it, for example, prevented from attaining its maximum growth rate by a chronic bias toward undersaving, overconsump- tion, and inflation? This would curb growth partly because inadequate savings mean inadequate investment, but also because inflation misdirects funds into the wrong channels into such things as land speculation and bidding up prices of equities in the stock market, instead of produc- tive investment.
