But he admits that this of itself would not do, He would organize all the interests to better 101 aid the carrying ont this wonderful scheme, and he wonld fix a concurrent majority of interests and have it so fixed that, before any law could be passed, all the interests would have to give their consent. But if no consent could be gotten from all, he would stop the action of government altogether, and this would force them all to a compromise.
