If we to-day are in danger of being embroiled in war with Spain, that danger arises solely and only because of the sluggishness of our movements, the dilatoriness of our actions, and the apparent indifference of the last and the present Administration to the encroachments upon the rights of this Government and its honor and the course pur- sued in truckling to the money power.
