If the loyal citizens of any State, whose authorities have usurped the prerogative of re})ealing the Constitution of the United States, shall see fit to organize for themselves a government, the President can recognize them, and the President can support them. Among the powers granted by the Constitution, is the power to suppress insurrection ; it does not except insurrections ordered by State authority, and they will be suppressed as promptly as others. The Constitution authorizes Congress to ...provide for calling forth the militia to enforce the laws, and it makes no exception of those laws which a State may see fit to oppose ; and if to the regular execution of the laws of the United States, armed resistance shall be made, the Govern- ment has authority to disperse those who oppose the enforce- ment. The Constitution forbids any State to keep troops or ships of war in time of peace ; and if troops be organized by any State, the United States have power to require them to be disbanded, and to disperse them if they be not disbanded.
