When the said ordinance is enacted by the said city the said bonds shall be endorsed "guaranteed" and the name of the city guaranteeing attached, and said guarantee shall be signed by the Mayor of the city and attested by the Comptroller of the city and stamped with the proper seal of said city of the first class.
§ 2801b-ll. Effect of partial invalidity. Because it is impor- tant that the Board of Trustees of Free Public Libraries of cities of -the first class, shall have authority to borrow m...oney secured by mortgage or mortgages or to issue bonds for the purpose of paying any indebtedness the corporation may owe, an emer- gency is hereby declared to exist and this act shall become a law when approved by the Governor.
§ 2801c-l. Use of library by county residents. That the Fis- cal Court of counties containing a population of over two hun- dred thousand (200,000) and wherein there is located in a city of the first class, may in its discretion, contract with the Board of Trustees of the Free Public Library of any such city for the purpose of granting to the residents and schools of such county the same privileges aiforded by such library to residents and schools in the said city, and the said Fiscal Court is hereby authorized to make such contracts.
