" Mr. Madison's Report of 1799 maintains similar positions. It is presumed that this exposition of the Constitutional powers of the State and Federal Govern- ments, over this subject, will not bo questioned in Virginia at this day. Each State has the exclusive right to determine for itself, to what extent the residence of alien immigrants in its limits shall be permitted.
