The Fourteenth Amendment does not confer any new privi- leges or immunities upon the citizen, or attempt to define or to enumerate those already existing. Its immediate purpose following the Civil War of 1861, and the abolition of slavery in 1863, was to throw about the unfortu- nate negro race further civil and political protection, which the Thirteenth Amendment abolishing slavery failed to secure.
