" This addition to the Bill of Rights is of great historical import- 10 ance. Its immediate purpose following the Civil War of 1861, and the abolition of slavery in 1863, was to throw about the unfortu- nate negro race further civil and political protection, which the Thirteenth Amendment abolishing slavery failed to secure.
