[133 U. S. 346] If states adopt age, sex, property or educational qualifications, the validity of the law can not be questioned. And further, if they embody such quali- fications in their constitutions and make them an essential and vital part of their "manner of holding elections, " it is a politi- cal act, vested solely within their legislative discretion, valid, unquestionable, and must so stand without appeal.
