When relocation had begun over twenty years earlier, no one who still had a job in the north wanted permanent relocation; but that state of affairs was now reversed, the list of applicants for permanent relocation grew ever longer, while a harassed government fell ever further behind in the number of permanent places it could offer potential relocatees.
