Mr. McColm, in your testimony, you talked about the many is- sues that confront UNITA and the Angolan Government. Which ones of those issues do you believe are the most serious ones and which ones are really designed more to stall for time or force nego- tiations on other issues?
Mr. McColm. Well, Madam Chairperson, I think the most impor- tant issue has to do with the practical everyday issue.
