Finally, in 1842, Congress authorized the building of a " Depot of Charts and Instruments ; " the present Naval Observatory at Washington under a disguised name. It is one of the faults of our system of government, that appropri- ations are often made without a very distinct knowledge on the legislators' part of the use for which the money is in- tended. The astronomers of the observatory were at first to be naval officers ; partly of the line, lieutenants and passed midshipmen, partly the so-c

qA0U>l*)**MA x^^These were a small corps of educated men, whose duties had \ been to go to sea and teach the midshipmen navigation ; their I number became needlessly large when the Naval Academy / was founded, and the midshipmen concentrated at Annapolis ; so that several of the " professors " were ordered to the ob- servatory. The corps is still kept up, and has contained many distinguished astronomers.
The next large observatory founded was at Cambridge. In 1843 appeared a remarkable comet ; probably a fragment of a much larger body which at some past time has been broken up by its near approach to the sun.
