The Flemish municipalities resemble in this respect those of the empire. A class of wealthy cloth merchants (Poorters, Geslachteri) secures municipal self-government. This wealthy caste reserves to itself the exercise of power, and excludes the artisans — the weavers and fullers. These artisans organise themselves in gilds and attempt to break down the usurpa- tion of power in the hands of this wealthy oligarchy, while this oligarchy opposes a staunch resistance to the attempted invasion of its privileges.
