Free schools had been established by law. Enough had been seen by discerning minds to satisfy them of their great value as an intellectual force to move and direct the machinery of private and public prosperity. And so, without the aid of law, and with no other encouragement than that which comes in the consciousness of doing a right thing, the schools were to be maintained.
