In an article which he published in the Atlantic Monthly, December, 1865, he evaded the real difficulties of the case in a flood of sarcasm and implied denunciation: "We are gravely told that the national power which decreed emancipation cannot maintain it by assuring universal suffrage. " Obviously he labored under a serious error. The national power could not secure emancipation any more than it could secure suffrage. Real emancipation did not come about until the Thirteenth Amendment to the Constitution was ratified (December 18, 1865).
