THE ROYAL COMMISSION OF 1850. 125 down, in an Act of the Legislature, the principles on which such reforms should be conducted, and to entrust a Board with temporary powers necessary for carrying them into effect. . . The results of the deliberations of such a Board might properly be referred to Your Majesty in Council for final sanction." l As for the fourth grievance — the expensiveness of a University career, the Commissioners' finding is that it was substantially non-existent. The...y say : " We have great satisfaction in expressing our opinion that the expenses of the great majority of the students are moderate. The fact reflects credit both on themselves, and on the authorities of the University and the several Colleges. By reference to the Evidence it will be seen that the necessary expense of residence is small ; and that the actual average expense does not exceed a reasonable limit." 2 With a view to the reduction of this necessary expense the system of Unattached Students had been strongly advocated.
